Crashes on level up... Load order/UPP?

I crash whenever I press the Done button after picking a perk during level up. I think it's related to either the Ultimate Perk Pack in installed (Since the problem started right after I installed it, and changing the load order slightly fixes the crash for ONE level) or the load order, or more likely, both.

 

UPDATE: The problem is with FOOK - Anchorage.esp apparently. If I disable that leveling up goes back to normal.

 

My load order is:

yeah sure load fook last that will work

 

 

 

 

idk I load fook right after the esm's unless there is

a reason to put something before it, like fellout's pipboy light

that has to go before fook, but not much else tells you to do that
