Fast Travel A No-Go

I Had always had a bit of a problem in loading screens, with the game freezing ~10% of the time. The music and sound keeps on going, it just stalls... I go into task manager easily, and it says 0% cpu being used by fallout3.exe. I just kill the process, start back up again, and that's that. Lately however, this has been happening much more often, in the realm of 90-95% of the time, rendering the game virtually unplayable. I can load the save fine, but whenever I fast travel anywhere, It always freezes, regardless of where I go. The only Mod I've installed lately is RRCompanion Vault, or something like that, but that can't be the problem, b/c it still does it even if I disable the mod and all of its modules. Ive run the master updater/restore in fo3 edit, and my game is version 1.5.

on a side note, but still somewhat related, is there a way to disable the slide show in loading screens, so it just goes black with that clock thing in the bottom? because i'm convinced the Slide show slows down loading times.
