LE Touch and Nova spells

For Fire, Lightning and Frost.

Basically, touch spells are either concentrated or charged ~0.5 cast time with lower mana cost then ranged spells (maybe a x2 sneak bonus ^^ )

Nova spells are similar to Firestorm but for lower levels.
