Close Encounters of the Second kind (I guess)

A weird thing happened to me, shortly after I had started a new character. I was on my way to Minefield for Moira's Wasteland Survival Guide. As I usually do with this particular quest, I like to approach Minefield from the rear; so I make my way up the sloping hill side, left of the water tower, only to circle to the right once I'm close to the summit and start clearing mines as I make my way through the collapsed wire mesh fence.

Only this time, as I was sneaking up the slope, I heard a roaring noise that reminded me of someone discharging a missile launcher, so I froze in my tracks, did a 360 of my surroundings and saw some vapour trails scarring the night sky. There was no enemy in sight and as I made my way to the summit I saw little luminescent object. They turned out to be Alien Power Cells. And I also found a weapon called a Fire Lance, amidst a series of footprints. Wow, what a rush. First time this ever happened during my game. So did aliens drop this stuff as they came soaring over the hill? That would be my take on the whole freaky situation.

Is this just a random event; or does it happen when your character's skills and S.P.E.C.I.A.L. attributes are up to a certain combination and level?

That's a well known random encounter. It happens based on your luck stat, like most encounters. There are a few places where it happens more often, namely Fort Bannister. Sometimes it won't happen at all. It's usually pretty hard to find the gun after it falls. I guess you're just lucky.

Yeah if you were really lucky or throrough you should have gotten 24 cells & the gun from that encounter.

 

Most of the time for me that encounter triggers at the Super Duper Mart & those friggen raiders pick it up and kill me with it and/or half the ammo lands on top of the building.
