CTD on startup

Hello everyone, basically whenever I start up fallout 3 I get a near instant CTD. I can only assume it's to do with my load order because I recently got new mods and it was working fine before I got them. I've heard that this kind of crash is due to missing master files but I checked the descriptions im FOMM and I seem to have all of the required .esm files. I've also tried the load order sorting software FOMS but it has not fixed the error nor has it told me why it's happening. If anyone could help me out I'd greatly appreciate it :). Here's my current load order (as suggested by FOMS).

you could try moving the UPP.esps to the bottom (last).

 

failing that, use FO3Edit and you should be able to track down the culprit.
