test2 Posted August 19, 2009 Share Posted August 19, 2009 GIMP (as mentioned by xxXEvandarXxx) would be the best possible choice since it's not only free but open source as well. Frankly, you shouldn't even be running Windows ;) FO3 runs perfectly well in Linux using Wine. The GIMP DOES require a plugin to open .dds though, whereas Paint.NET supports it natively (not to mention a MUCH smaller download). And honestly, no idea about mesh optimization (or texturing for that matter) ;D Check the GECK wiki. Kinda Spartan at the moment, but should provide a good starting point. But 30 days with a full photoshop is a lot if you read some tutorials in before you install it. Oh, and Nifskope if you want to add a NEW item into the game, or if you just want to re-tex ALL that armour, you can just edit the texture.
