Fook would go right after the .esm's but a few things go before FOOK, it's loaded right after .esm because of it's size.

I'm using this load order, but some of it doesn't work together, so I'm having to fix it with FO3edit

which brings up that you should look into using FO3edit's master update, which would help you out a bunch.
