It is "abandoned" but the author is willing to give it up for adoption more details on this mod: Vault 24 to quote author "is a full sized, [able to fit a] 1000 person vault. Currently it is in an Alpha state. As such you can expect some slightly unfinished areas, gaps, no NPCs or Monsters, and no quests. Performance will be choppy as there has been optimization on the upper levels only. " Cambragol is the author and he has said anyone may take over the mod, he had not updated it in 3 years and was more than happy for someone else to use his work.
