According to the MW Interactive Map I downloaded, the mine you seek is on the larger island directly NW of the island Tel Branora is on. Once you swim over to the second island, stay on the eastern coast and and follow it north. It's on the upper portion of the island and looks like it should be failry close to the waterline.
