I use fallout sorter and it saying that this file is missing. And about UOF patch after i use sorter this most of what it says "i have all qualifying mods for patch UOF 3 patch.esp but i dont have the patch it self. It telling to download and activate UOF 3 for best experience." I have the installer of UOF.

I had the same problem with that mod sorter. I stopped using because it completely borked my load order and made the game unplayable. So I don't use it anymore.

 

I see that you are missing a few parts to get it going without the error:

 

FEV Beta 0.2
