You can check the version of oblivion by looking at the readme or at the main-menu at the far down left of your screen.

It should be 1.20416

To add to David, Pathgrid has been a recent thing that people tend to forget to do.

(and seems to vanish npc's often lately.)

One common problem is placing NPCs in the wrong world space. Between cities, NPCs must be placed in Tamriel. Inside the City walls of Anvil is the AnvilWorld worldspace. Inside the Castle walls is AnvilCastleCourtyardWorld. The Dock area is in Tamriel. Place the NPC in the wrong worldspace and he won't show up in-game. So if you were working in Tamriel, but put your NPC inside the city walls, he would not appear. You must always place NPCs within a playable area which is the same worldspace you are in and trying to be in. (Look around for other NPCs, clutter, rocks, bushes, X-markers etc. Those are good signs that you are in a playable area.)

 

Your NPC may have other problems.

 

(1) He may be marked "initially disabled" and you never enabled him. Make sure the box is not checked to have him always present.

 

(2) He may have gotten attacked and ran away, or gotten killed.

 

(3) He may have an improper AI package which makes him leave the area where he is supposed to be.

 

If an NPC is seriously lost, you can attach a quest marker flag to him and track him down in-game. If you reach the flag and nothing is there, he is not enabled. You might find him dead on the ground in tall weeds where he is hard to see. his AI may have made him walk to somewhere unexpected.
