I've done some work kind of like this. but I mean anytime you expand a map it's going to drop the quality. Say I have a 512 map, boom expand that to 1028 or whatever now it looks like crapz. The only tricks I know of would be to crop a section of the original, just the actual part you want. Resize that, then after use the tools to clean it up, sharpen, or noise reduction, you may even end up using a few tools a few different times, so it's a science experiment at best. I know Paintnet has like 1000 or more plug in's which are tools, so Photoshop probably has 10,000 downloadable user made tools/plugin's, maybe there is one for the kind of thing you are looking to do.
