Yes, you always need permission to use someone else's work. (I really don't see how it could have been made any more clear; if it's not your own work, you need to request, and receive, permission.)

 

Feel free to make your own changes to the vanilla game assets based on the look of something someone else created. But around here, copying and editing it, then uploading it without the original author's permission, (and no, "credit" is not "permission") would be "mod theft". :armscrossed:
