Confused Enemies?

Here is the problem:

 

Whenever I am traveling through the Wastes, whenever I encounter what should be an enemy that SHOULD attack me, they instead rapidly blink between friend and foe.

 

I can walk up to raiders and have them say "Hello" one second and have them wanting to kill me another.

 

This bug makes ALL enemies do this, and nothing will attack me...
