Well, if there were no copyright issues (if it was a modded item, that is):

 

They're different .nif versions. You'd have to wash it through a 3d program import/export first and redo any collisions.

 

And if you were talking about any kind of clothing or armor, it would have to be reshaped and rerigged, because the games' skeletons are not the same.

 

And of course there's no way you'd get the guns into the game at all, except possibly as a staff using staff animations (which is what Oblivion gun mods mostly are at the moment).

 

Animations/poses have been converted, but that was usually from Oblivion to Fallout 3, not vice versa.

 

By and large it wouldn't be much easier than just making new stuff.

Yeah making your own things should actually be easier, and then you won't have to worry about copyright, but if you actually manage to get something from Fallout into Oblivion you can only use it yourself, you mustn't distribute it to tesnexus or anything else
