CAN SOMEONE PLZ PLZ HELP ME UP MY PERFORMANCE!!!

Do you have programs running in the background when you're playing? Oblivion is a very resource hungry game and it needs every bit of system resources it can get. For example, don't have a chat program or a music player open when playing.

 

I have a lot more mods than you have in your list including several overhauls and I only have 2GB system RAM. The game runs smoothly with all options on high and hardly any lag or other issues. I have an Nvidia EN9500GT 512MB so I doubt it's your video card causing your problems.

 

Open Cities causes a lot of lag since it edits cities that were meant to be enclosed in their own worldspace. With these mods you have two sets of entrances to cities because the original can't be removed. You just can't see one of them and sometimes NPC's will use the invisible entrance and get lost.

 

There's one mod you could do without anyway to free up a space for something else. Borderless Cyrodiil...

You can do the same thing just by changing a number in the ini file. Find this line in the ini in My Documents, not the one in the game directory (never edit that one).:

bBorderRegionsEnabled=1 and change the 1 to a zero. Save the file.

 

Also as ipegot says, you shouldn't be editing your ini files without knowing exactly what the changes do. Removing the borders is harmless but others can seriously mess up your game and may even be totally unnecessary to begin with. Enabling screen shots, the coloured local map, turning off the music totally, disabling gamepads, are a few I do.

 

I checked the Cyrodiil Chronicles page and it looks to me like an old article that was around for awhile early after release for lower end computers to get a bit more performance. If I were you I'd delete your current ini (back it up first) and let the game generate a new one. When you do this you'll have to redo all of your video settings.

 

I'd also suggest deactivating all the Open Cities mods and see what difference that makes. There's nothing else I can see in your list that should cause you much of a problem.

 

You should also follow Dezi's load order guide if you're new to mods. BOSS is good, but not foolproof. There are a lot of mods it doesn't have in it's database and they have to be ordered manually.
