2: If you want to mod yourself, You'll need the construction set 80% of the time and the basic knowledge using that one.

If you skip that guide, you'll end up loosing a lot of hours in which you could have completed your mod!

To my opinion, creating your own house after the guide is the best thing to start off with. Create A House Link

As a modder, you'll probably be a lot on the CS Wiki itself (First-page of those previous 2 other links)...

I've been modding for quite some while and I still visit it quite often.

To put a mod in the game put it in your oblivion data folder, then run oblivion and click 'Data Files' then check off the mods.

 

How to get to your data folder: a > means to click

>MyComputer>LocalDisk>ProgramFiles>BethesdaSoftworks>Oblivion>Data

 

To make mods >Click Here< and click Installer (7.0 MB) to download it.

Then do the tutorials on that website or else you won't have the slightest idea what you're doing!

I have a set of help files for people who are not computer geeks and are new to mods. They include downloading, extracting (unzipping) installing and activating mods. I have included a simple mod to practice on and instructions for installing and using 7-zip. If you are interested, click on the highlighted link below to be taken to the site where they are kept. I recommend starting with #1 and working your way through them.

If you use them I would appreciate some feedback as to what needs improvement and what works for you.

 

As for making mods. You will need the construction set (CS). It is the ONLY thing that is required, all of the other programs you will see recommended are optional or used to enhance the CS. You must use the CS to get a mod into the game. Learn the CS first, then if you need another program for something you want to do, get it and learn it as you need it.
