Steam implementation of GTA:SA on PC just doesn't work on modern systems, and even if you have the disc version, there are reportedly issues with any OS more recent than XP. Graphics and other systems look and feel very dated, and there doesn't look to be much of an active English speaking community. Because of these things, most of those who were modding the game have moved on to more modern titles, even if they are not as good. As those authors are no longer modding or even paying attention to the modding scene for that game, there is no drive or interest in moving their mods over to a new site. Since even contact information for these authors is usually invalid after this long of time, getting permission to re-upload mods which were made 5+ years ago can become an impossible endeavor. And this reason is the same reason as to why dozens of other games which have entries on this network still do not have any mods or anything tied to them.
