LE Better dragon riding dragonborn dlc

Is there a mod that makes riding a dragon in dragonborn DLC like riding a horse?

 

for example, it must:

follow you

You have complete control while riding it(like a horse)

can fast travel to major cities

you would still ride it by using bend will

 

 

NOTE: I know I'm asking a lot already but it can't require SKSE, I know that just made it 10 times harder and I'm sorry. SKSE only works on the latest version of skyrim. Something is wrong with my PC or skyrim because I can't update it to the latest version.(mine is 19.28.08 and the latest version is 19.32.08 or something like that.)trust me I've tried updating it but nothing works.
