Forcing npcs to give particular spoken dialogue when you want it.

Is there a mod that forces npcs to speak particular dialogue when you want them to? For example Bretons say "ooh I hope you know what you're doing.' The only other way is to do something in the game that makes them react in a particular way to say particular things like attacking a companion will get them to say something about 'them being on your side' but does a mod exist similar to those that control npc idles/poses that can control their dialogue?

 

 

I want to make npcs say particular things for the purposes of creating a sort of trailer, speaking of which is the Oblivion GOTY trailer music downloadable from somewhere- I searched the mods it wasn't there and it's not available separately on the elderscrolls site either.

 

 

 

Also I tried to look for the spoken dialogue files on my pc but couldn't locate them- I assume they are integrated somehow and extracting them inidividually to use outside of the game is impossible and perhaps illegal?
