cannt crete quests?

Im having a strange problem with the Geck, when I go to the side menu, click on actor data and quests.

I Create a new quest here, when I try to add topics for the dilogue it wont add any and when I press ok to finish creating the quest, it doesnt appear on the list of quests.

I already created one quest here using the same method and it worked the first time, but now I cant create anymore for some reason even though Im doing things exactly the same.

Also the dialogue for my quest that actually worked doesnt appear in game, even when I make a script so onactivate it adds that topic, any other already existing topic appears on the NPC but mine doesnt,

Could anyone tell me what im doing wrong? Please
