How do people take HQ Screenshots when the game doesn't look that

It depends. The screenshot you showed me earlier was not photoshopped.

Here are some examples of non-photoshopped screens:

Those above were all taken with the print screen option, no photoshopping, and unenhanced lighting or shader effects, on a 256mb (sucky) Nvidia 7350 Le.

But most of those are using the redimized version of Qarls and AWLS and various other texture enhancement packs.

Since then I've replaced my 7350 with this: XFX Radeon HD 4870 1GB DDR5 750MHz 256-bit PCI-E 2.0 CrossFireX

And I love it, Here's a new screen after installing that one:

Anti-aliasing smooths out the edges of everything, if you look at the images above you can see all the edges of the trees, rocks, characters etc. being very "pixly" as you can see all the pixels, anti-aliasing smooths it out by blending out colors in either 2x, 4x, 8x or 16x, that means 2 pixels, 4 pixels etc. that basically just creates edges that are a bit easier on the eyes.

I love the AA feature, my graphics card and processor can max out oblivion :)

For HQ screenshots try downloading something like fraps, it's a free recording program but it can also take screenshots. http://www.fraps.com/

You can actually use HDR in Oblivion and force AA through your graphics card. If you have ATI Catalyst Control, open that up, click 3D, click Anti-Alias and unclick use Application Setting and mess around with it. Setting it too high can cause stuttering in-game, so find the right setting.

Most of my screenshots are NOT editted with Photoshop, I use ScreenEffects and the print-screen button ;) I try to keep mine au naturel xD and I get some pretty impressive results, if I do say so myself, rofl. However, with some minor tweaking in photoshop (brushes, filters, colour tweaking, etc), you can come up with some pretty realistic or gorgeous shots (honestly, check out sinbloods, floydians or death_knowz, to name a few).

That being said: vanilla oblivion is pretty ugly. It's pretty on it's own, but... yuh. Most people use things like texture replacers, mesh updates, environmental upgrades, even sometimes complete game overhauls, to get a game that's honestly gorgeous. xD
