No NPCs After "Tenpenny" Quest!

Hello there folks! Spoilers for anyone who hasn't completed the Tenpenny quest, but I doubt you'd have clicked this far anyway...

 

 

 

 

 

 

Basically, this whole quest started off on the wrong foot. The basics of this, is that the Ghouls have killed everyone, and the place is cleaned up. However only Roy and Bessie are the only ones there now, and Bessie resides on the Suite floor doing nothing. As I understand, Bessie and Masters should be running 2 of the shops. As I said, I think I've gotten off on "the wrong foot" with this quest and consequently broken it... Here's how.

 

Firstly, I only talked to a few people In Tenpenny about the Ghoul problem, and didn't take any further conversation with them about letting them move in. I also didn't agree to help Roy when he first appeared at the gates.

 

I knew later on that I wanted to let Roy take over the place, after I robbed a few shop keepers, which made them leave the place... Whoops. I went in search for him in the nearest Metro station to the tower. Making my way through the Ghouls, I came across Michael Masters, who immediately opened fire for no reason. Of course I killed him. I proceeded to rob everything. I later met Bessie down there, who was neutral, and I chatted with her.

 

I later opened the Containment Door not knowing what it was. I'm not even sure the Tenpenny quest was active. Obviously, afterwards, Roy runs to the front door. Violence ensues, everyone dies, I rob everything, and all inventories. Funnily enough, Michael Master's body has appeared on the floor in the lobby, with his head missing just as I left him in the Metro.

 

Now, as you know, there is only Roy and Bessie, both on the top floor doing nothing. The place has been cleaned up so I assumed it would all happen at once. I resurrected Masters, and brought him to the tower hoping this would help. He talks, I even get the conversation option to ask him how he likes living in Tenpenny. However, he goes straight back to the Metro.

 

What have I done!!! Sorry for the massive post.

Little update...

 

I ran another save. Before I let Roy in, before I'd killed Michael Masters. I read that if I complete the mission the shop keepers come back as they now feel safe.

 

Again, although it was the first time in the Metro, Masters was immediately hostile. I killed them all, reported back. I fast travelled away as I thought it would give the NPC time to load back. Nothing. I summoned them with the Console commands, and they acted like they were happy I killed the Ghouls, except there's no shop conversation options, and they just walk off. I killed her on the way out and she even has the godamn inventory key. Getting annoyed now.

I've also carried out a few tests. After 3 hours of gameplay, just after moving into Tenpenny, I summoned Roy, and started the quest, told him I'd open the gates. So I thought then at the very least it'd be safe to summon Michael Masters, but he still shoots immediately. I even tried starting the mission, fast tracking away, THEN summoning him (Weapon holstered too). Still same result.

 

I tried and even earlier save, BEFORE i'd been to Tenpenny where I would meet Roy at the gates. I summoned Masters and he was neutral, even spoke to me about meeting roy. Also, interestingly, he carries an Assault Rifle, instead of the Sub-machine gun. Something in this "code" changed. The save I used was actually on teh way to Tenpenny for the first time, and the one that didn't work in my earlier test was just after in the lobby.

 

Really unhappy about this, there doesn't seem to be any work arounds and it's massively stopping me from carrying on. I don't want inconveniences in Tenpenny, and having to go other places to trade, and I also really want to modify my Suite! Petty as it may sound, but still.
