David Brasher
He does need to be in a merchant class. He needs to have a vendor chest too. He needs to be attached to said vendor chest. There needs to be stuff in the vendor chest to sell. If he sells spells, they need to be in his spell list. Service he performs need to be checked. It is good to adjust the amount of gold he will pay for one item. You need to check boxes for what types of goods he will buy and sell. Make his responsibility really low and he will be a fence for stolen merchandise.

ThePearl
http://cs.elderscrolls.com/constwiki/index.php/My_First_Shop There is a great tutorial on packages and in your case, shop keeping! Notice that the merchant class didn't work for me... I picked one of the other merchant classes, there's one that sells everything except for scrolls, just browse around and you'll find it! Use the wiki at cs.elderscrolls.com when modding, it help a bunch.

David Brasher
What about AI Packages? Does your vendor have a merchant AI package such as aaaServicesEditorLoc8x12? Merchants will only have a merchant tab in their interface when they are at their business location during business hours (as assigned by their particular AI package. You can make a custom AI package to set this up however you want if the standard packages don't suit you.) It is sort of hard to help you remotely like this. How about you take a new tack? Copy an existing merchant by giving him a new form ID. Copy his vendor chest by giving it a new form ID. Attach the vendor to his chest. Change all of the characteristics of the vendor and the contents of the chest until they are the way you want them. Examining the existing merchant, you might even have an insight into the one little thing you did wrong, and be able to to abandon your new merchant and go fix your original one. Pronam
Without an AI-Package that says he has to offer services at certain moments, it will not work just as David said.ThePearl gave a link to a tutorial which at least its last parts are relevant to your current problem.
