OOO Spawn Rates problem

Spawn Rate

Significant changes have been made in this area of Oscuro’s Oblivion Overhaul. Now, when adventuring both in the wilderness and indoors, you are bound to find more creatures/NPCs than before. Instead of only finding a single actor per spawn point in the world, now you may see several. The maximum number of creatures differs among types. Weaker creatures will appear in higher numbers than strong ones. Rarely will you see more than four creatures in a single spot, if ever. Usually between one and three is much more likely.

 

I'm having a small problem that's stopping me from progressing. At the moment I'm level 11 in OOO. I figured that's a fine level for the first Oblivion gate at Kvatch. Through the first oblivion gates I'm seeing a lot of creature spawns. No problem. Easy to take care of because of my level, seeing as these creatures are only level 5, but still these creatures are being spawned in packs of five and six. It got worse when I had to go and open Kvatch's castle gates. As I followed the guy with the key the back way I was lead to packs with mixes of Clanifers, Skamps, and flaming ladies (forgot their names) in groups of 6 to 8. My poor ranger was severely outnumbered in the small courtyard and was taken down pretty quickly. Even with healing potions.

 

Is it supposed to be like that? Or does anyone know how I can reset the spawn tables or reduce spawns or something? I don't have any other mods that alter spawn rates. And I've only just run into this problem in Kvatch and the first Oblivion gate.

I have had such thing happen to me once, but I had both OOO and Mart's Monster Mod installed at a time and removing MMM fixed it. Do you have any mod besides OOO installed?
