Oblivion Performance Issues

I'm having performance issues with my modded Oblivion and I can't seem to figure out any solutions. I have the game currently locked to 30 fps(I wish it was more, but I can deal with it) with the Oblivion stutter remover, the framerate(it doesn't go below 23 it seems) seems to drop during combat with enemies(multiple enemies) and sometimes while walking. The game itself is stable and doesn't crash. I've tested this by increasing the speedmult to 150 and flying across the map(no crashes occured).

 

Here is my load order(all dirty edits have been removed and the load order is sorted)

(I could make .bsa files for the meshes and texture folder, that is what I did for Fallout New Vegas)

(I'm also using "MoreHeap" and I have it set to 1024 for both variables)(The 4GB Patch is applied)

 

These are the tweaks that I made to the to the Oblivion.ini file(I didn't use the multicore tweaks, it seemed like it made the game drop frames, but I could of been using the wrong values since I was using the defaults from the Oblivion Tweak Guide)

Ultra High

HDR(Even with HDR off I get the same results with just CC Settings)

AA and AF is off

Windowed(Fake Fullscreen)

1680x1050

 

Catalyst Control Center Settings

12x Edge Detect Multisampling

Morphological Filtering

16x Anisotropic Filtering(High Quality, Surface Format Opti is On)

(Btw, I can turn off these settings and it has no effect on fps, even turning it up to 24EQ has no performance loss)

(64% of my GPU is being used)

Several problems:

bUseWaterReflectionsMisc=1

bUseWaterReflectionsStatics=1

bUseWaterReflectionsTrees=1

bUseWaterReflectionsActors=1

Set them to 0 and leave only bUseWaterReflections=1

---------------------------

Don't use OBGE.dll if you use OBGEv2.dll.

---------------------------

Remove the anysotropic filter and every antialiasing and apply the SMAA Injector.
