Specular Effect Does not work.

Hello,

Well I have been having Oblivion for quite some time now,

but I just realized that the Specular Effect will disappear after a few seconds once I am in Game.

I do have Streamline and a few other mods installed.

But I tweaked them so It shouldnt iterfere.

 

Also, I disabled all my mods and tried the game, the specular effect will still not work longer than a few seconds.

 

Any ideas?
