Vagrant0
if your planning to make one like this it might need OBSE to work, just a tipThat's a pretty baseless assumption. Nearly everything you would need to do can be done with normal scripting functions, and everything else can be worked out by using other vanilla game mechanics. The real problem with something like this is that it just doesn't work out well within the game. Even if you were alright with towns people getting caught up in the fighting, dying, and ruining that town, the game mechanics end up making something like this far less cool than it would seem. NPCs only fight eachother if the player is there to see it. If the player isn't there, nothing happens. In other words, either the player would physically have to participate in every battle (no different than the player and some companions running amok in a town), or a series of scripts would have to simulate the battle. Furthermore, due to how the game does not handle more than 10 actors in combat at a time very well, any sort of attack would be more like minor skirmishes, and generally lack the interest people playing such a mod would want. Even if most of what you were wanting was just to give the "impression" of a war, you'd either end up with something fairly close to the whole fighters guild Vs. Blackwood questline, or just something which requires far too much micromanaging to be practical within Oblivion. It could certainly be done, but it is arguable as to what benefit if might have compared to other mods which allow companion recruiting and add many new NPCs.
