I heard about a mod awhile back that made a university, but I think it was abandoned. Anyway I never really felt like you learned at the mages guild. Perhaps you could have actual classes to attend in this university. Just scripted sequences where a character talks and the pc is frozen so they must listen. After the speech is done a skill level could be gained or quest completed, etc. You wouldn't even necessarily need orignial speeches you could have a character read Mysticism for exapmle.
