Fallout 3 random encounters, repeatable encounters & other stuff, figured this deserves a list:

 

Encounters:

 

Encounter 1: Man dying of thirst in wasteland (give him water and get karma, no karma penalty for not handing over water)

Encounter 2: Settlers being pursued by Deathclaw

Encounter 3: Group of settlers in standoff over water supply

Encounter 4: Deathclaw bones

Encounter 5: The player encounters a group of Wasteland wanderers who are trying to get water from an old fire hydrant. Sadly for them, an abnormally huge RadScorpion is guarding it.

Encounter 6: ??? (requires the railwayrifle schematics)

Encounter 7: Chinese soldier with radio beacon

Encounter 8: Exploding UFO?

Encounter 9: Incompetent mugger (this one is fun)

Encounter 10: Robot stuck in a conversation loop. On-looking technician requests help.

Encounter 11: Scavenger on his way to loot Big Town (if destroyed by Supermutants)

Encounter 12: A traveling sales man is headed to Big Town. (if you saved it from supermutants)

Encounter 13: Post Quest encounter: Superhuman Signature (wear the mechanist or antagonizer outfit and wait for an encounter with a kid) possible outcomes: earn 10 caps for autograph, give autograph for free, give kid the outfit (he'll wear it)

Encounter 14: Post Quest encounter: Watch Your Back (Burke's hitman attack attacks you) (power of the atom quest)

Encounter 15: Post Quest encounter: Vengeance for Megaton. (Megaton Settlers attack you) (power of the atom quest)

Encounter 16: Dead wastelander with treasure note

Encounter 17: Post Quest encounter Bragging Rights (fight with sydney after the stealing independance quest (if she's alive that is))

Encounter 18: Raider initiation rite

Encounter 19: ??? (no description, no condition)

Encounter 20: Post Quest encouter Oasis Traveling Merchant

Encounter 21: post quest: Amata's Fate (Amata & the enclave)

Encounter 22: Cannibals selling meat

Encounter 23: Cannibals hunting their "prey"

Encounter 24: Sniper blows away his bait, then targets you.

Encounter 25: "Human bomb" trap and raiders lying in wait.

Encounter 26: Guy fleeing from Grayditch (not Bryan)

Encounter 27: post quest encounter (meet Donovan and get a Fatman from Reilly)

Encounter 28: post-quest encounter with Susie Mack (talkin bout vault 101 with susie mack, after the return to the Vault quest if you didn't kill everyone)

Encounter 29: Mad Brahmin

 

Repeatable encounters: (not complete)

 

Frag Minefield. Two unfortunate wastelanders try to scavenge parts.

Post Quest Encounter: Angry Ghouls (if you killed all ghouls @TP tower)

Nuka Quantum merchant

Oasis Raiders

Slave Posse. Condition to occur after player captures a certain number of slaves.

A Little Competition. Condition to occur after player captures a certain number of slaves.

Supermutants with captives (within a radius of 20000 from germantown or vault87)

Wasteland survival guide encoutners: (if it sucks: you get attacked, if its bad: they throw the book at you, if its neutral you just get talk, if its good you get 10 caps, if its great you get 25 caps

Trouble at the Homefront: kill both amata and the overseer

talon mercs (karma verygood+good or evil+veryevil)

Enclave patrol (only after MQ05 stage 80)

Uncle Leo, the wandering supermutant philosopher

Enclave patrol fighting Brotherhood Outcasts

Super Mutants attacking Wastelanders (within a radius of 20000 from germantown or vault87)

Slaves that have escaped and are looking for the Lincoln Memorial (i.e. Temple of the Union). ms06 quest completed

Wrath of the AntAgonizer (if antagonizer is killed)

Enclave vertibird

Ants attacking Radscorpion

A group of RadAnts gathers around a spilled toxic waste barrel. As the player nears, one of the ants steps into the waste, grows to three times normal size, and attacks.

Two Radscorpions finish off a hapless wanderer as the player approaches. Guess who's next.

Player finds a nest of radroaches in the remains of a scavenger’s hoard. They’ll attack if the player moves too close, but a small treasure trove of still-packaged food could be recovered from them. (only at night)

Technology scavenger in his camp. He'll barter with the player and repair.

Wandering doctor encounter

Pack of dogs guarding a body

Hunters and their prey.

other stuff:

 

there are 3 Waterbeggars

the number of supermutant captives varies for everyone it gets set when the game is first started (between 1-3 per encounter), Supermutant amount can be 2-4 per encounter (not dependant on difficulty)

for the hunters (unless canibals), the prey can be: ant, dog, mirelurk, mole rat, yao guai

bodypart dismemberment are random events and there are 10 different outcomes for what gets dismembered
