LE Black and Red Lightning as seen in inFAMOUS.

I started playing Skyrim again after a few months, and between then I've gotten into the inFAMOUS series. I love in the first one how you can get Black lightning that glows red.

Heres an example (Best one I could find)

Could anyone possibly make a secondary lightning spell that is like this, Letting off red light and everything?
