yukoayasaki
First, please excuse my English, I am not a native speaker. There have been plenty of mods created to improve the overall environment of Cyrodiil, and it is indeed an enjoyable experience to explore such unique landscapes apart from smashing and killing. Recently I've explore the gold coast near Anvil and southern shore of Leyawiin, both costal region are great but when I start to enter the water, an idea pop up from my mind: "Are there any underwater environment mod available? something like Unique Landscapes mods that change the underwater environment to be more vibrant instead of rocks and mud?" I've played the game Endless Ocean on Wii, and exploring the coral reef and underwater ruins are just amazing.... I've asked myself that I am talentless to make it a reality, perhaps someone will? forgerofsouls
Well, I have not seen anything like that really, the closest you can get is Oscuro's Oblivion Overhaul, but all that can do if you allow it to do is add seaweed/kelp/underwater grass to the water areas. But no coral or anything like that as far as I know.

Vagrant0
In general, the amount of things which can be made for underwater usage is very limited in Oblivion. The AI of most underwater creatures is a bit static (staying only in one spot unless attacking something). The lod meshes don't even try to figure out terrain below a certain depth, so very deep water isn't even possible in Oblivion. It's kinda just one of those areas that Bethsoft kinda left untouched and never cared to work out enough of the necessary mechanics in order for modders to make use of it. I think Fallout 3 suffers from the same issues in many respects. They just kinda never recognized the potential.
