Is it my load order, or just incompatability?

I've recently installed Fallout 3, and have spent the last few days downloading the best mods I could find and troubleshooting them. When using the following list, one that I've re-ordered many times, I've found that the game will crash if I use either FWE or FOOK2.

 

Could I please have some advice in what I should do to re-order them, or what mods I may need to add or lose to make this game work?
