LE Dragon Breath Meter

I was wondering if it is possible to make all the dragon shouts run on a meter like your stamina, or magicka?

 

The idea would be that each time you absorbed a dragon soul you add to your meter so that you can use your breath so many times per rest: Like a Power.

 

Example:

you have three Dragon Souls

Fus - 3 times per rest

Fus Ro - Once per rest plus a single Fus

Fus Ro Dah - Once per rest

 

Each level of breath would use 1 Dragon Soul power. Souls would regenerate over a 24 hour period, or 4 hours of sleep, to be used again.

 

I think this would give the game a more dynamic feel to the use of dragon breaths and the collection of Dragon Souls.
