Steam version not loading OBSE, in game overlay not working.

I am finally getting a new monitor and I'm wanting to go back and play some stuff, and having not played Oblivion in three years it's a game thats near the top of the list. Unfortunately, despite not having changed anything in my Oblivion folder in that time, OBSE will not load when I run the game (as soon as I load a save / start a new game I get multiple warnings about it and one mod forcibly closes the game), and for some reason Steam's in game overlay isn't working either.

I've seen a post referring to Creative's Alchemy program, but the .dll the guy mentioned isn't in my Oblivion folder. I've also seen a post mentioning using a different version of the OBSE launcher, but the game won't start with it (gives me an application load error, the same one if I just try to run Oblivion.exe in its installation folder).

Anyone have any suggestions short of reinstalling the game? Don't really wanna reinstall it right now since its such a pain to get all the mods working.

You may have an older version and need to upgrade

Always download OBSE directly from the author's site http://obse.silverlock.org/

Installation
Do not attempt to install OBSE with the Nexus Mod manager - it won't work!
The instructions for installing and running OBSE differ based on whether you are using a retail or Steam version of the game.

1. Create a folder to hold OBSE

2. Download OBSE directly into that folder

3. UNZIP the OBSE into that same folder - you will need an unzipping program for this - I use the FREE 7-zip But almost any unzipping program will do.

4. Read the documentation that came in the zip file - NOT the documentation from the site as that is for programmers)

5 COPY ( do not move) the files that it tells you to copy to the location is says below. Your Oblivion directory (folder) is the one that has Oblivion.exe in it

Retail (Non-Steam) version
1. Copy obse_1_2_416.dll, obse_editor_1_2.dll, and obse_loader.exe to your Oblivion directory. This is usually in your Program Files folder, and should contain files called "Oblivion.exe" and "OblivionLauncher.exe".
2. Run oblivion by running obse_loader.exe from the Oblivion directory.

If you use a desktop shortcut to launch Oblivion normally, just update the shortcut to point to obse_loader.exe instead of oblivion.exe.

Steam version
1. Copy obse_1_2_416.dll, obse_editor_1_2.dll, and obse_steam_loader.dll to your Oblivion directory. This is usually "C:Program Files\Steam\SteamApps\common\oblivion".
2. Ensure you have enabled the Steam community in-game, or OBSE will fail to load. Go to Steam > Settings > In-Game and check the box marked "Enable Steam Community In-Game".
3. Launch Oblivion via Steam or by running Oblivion.exe. OBSE will automatically be run along with Oblivion when launched. To disable this, rename or move obse_steam_loader.dll. You do not need to use obse_loader.exe unless you are running the editor.

Direct2Drive or GameStop App (Impulse) version
Not possible.

Then, you must always start the game using the OBSE launcher and not the Oblivion launcher for OBSE to work.

An older version shouldn't have anything to do with it, the game previously ran fine and I never changed anything. Still, I did update to OBSE 21 from 20, but the problem still persists.

Oddly enough, I loaded up Fallout New Vegas and the same thing is happening, it's not loading NVSE like it should.
