What DDS format and setttings do skies use?

I am working on a mod and I want to use a new sky texture and new weather and climate for it. I created my textures, based off stock ones, and converted them to DDS. In the actual weather menu in the CS, the textures show up great and with no problem. When I load the actual exterior I want to have that, and I already have it's climate set, which includes the weather I created, I get a totally black sky. I can still see my exterior and the models within it though. In game, everything is pitch black in the cell. I have found out the upper layer, on stock textures, were saved as DXT5 and the lower layer is DXT1, and I believe it's DXT1a. When both are converted as such, they show up great in the weather menu once again, but still, not in the actual cell. How do I go about converting these to DDS and having them actually show up in game? I am lost and I've tried about every option I can. I'm using DDS Converter 2.1 to convert back and forth from PNG to DDS. I have no problems whatsoever with other texture conversion, so I know there must be something in particular about the sky texture I need to make sure of to get it to work. Can anyone help me?
