Applying the texture? Kudos reward

OK... this stuff is easy if you extracted the original texture yourself using FO3 Archive Utility Fallout3 BSA Extractor, which can be found here: http://www.fallout3nexus.com/downloads/file.php?id=34

 

You can see where the textures are by default. Assuming that you have the nVidia DSS conversion tool so you can remake the texture and you have a way to do the old Validate/Invalidate thing... just build a subfolder in your Data directory, which for armor would be: \Data\\textures\armor\powerarmor then just convert your new texture to DSS, which is the graphic format that Fallout3 understands and place it in your data\textures\armor\powerarmor directory, If you don't have that directory - build it. If you use the ArchiveInvalidate~Invalidated properly, it will force Fallout 3 to look at your new textures instead of the defaults.

As a side note, Timeslip's Fallout Mod Manager (FOMM), incliudes a "Toggle invalidation" function, obviating the need for ArchiveInvalidation Invalidated.
