odd weapon range

ok, when i am sniping from a rather long distance away i aim for a perfectly clean shot AND i make sure i have a clear LOS BUT! I MISS!!! i dont get it is their something with fallout not liking long range shooting, im not in VATS or anything so idk wht the problem could be, clear los perfect aim, and yet nothing, n it can be the weapons because ive tried this with EVERY long range weapon i have with a scope and same result, is their a mod or a way to make this go away?

ps is their a mod to make shells stick around longer and have more of them laying around, i like looking at a heap of empty shells after mowing things down lol

As far as I know, it depends on your Agility and Small Guns skill, each level not only increases damage but accuracy overall, and removes the sway while using the scope. I had a hard time using the sniper aswell until I kept practicing and raising the skill!

their both maxed i know about the skills n wht not but im saying that i SHOULD of hit the target BUT it didnt hit as in i had perfect aim and a clear LOS, it seems like theirs a problem shooting very far distances, the graphics mess up at far distances, i see people walk through walls and cars n sutch and am just wondering if this is happening to any 1 else
