[Help me!editing NIF and Animation

I want to edit "forward" animation which included in some NIF file from mod.

 

That animation have 9 sec duration and 3 phase. (ofcourse, It's a one animation. just looks like it have 3 part. hehe)

 

First, rise up from bottom to chest-height. (1 sec)

 

Second, Circling around (7 sec)

 

Last, decending to the bottom again and animation end. (1 sec)

 

 

I want to increase second phase, circling to 30 sec.

 

Can anyone teach me how to edit that or which programs are needed to do this?

 

I have NIFSkope but I'm not sure It can be possible to do that with this alone.
