From the information you gave in your first post it was the most logical solution to your problem of "I want to build a town" Your first post didn't say "I want to build my own town, slowly by adding each piece and then people come to join you and you can expand ur town". But in that case, if you want a mod "like" RTS, why don't you just play RTS? Makes more sence to me than re-inventing the wheel to get the same results...
