Access to Fallout.ini denied

I'm experiencing an extremely frustrating issue that recently appeared when I started using Fallout Character Overhaul (although it likely existed before). With this mod (an excellent mod btw) bodies are often a different colour than their heads, which is most noticeable with African-American characters, and to an extent Hispanic. The mod author recommended on the mod page to toggle on and off Archive Invalidation via FOMM or NMM. I use Archive Invalidation Invalidated, and did the same, with no effect. I then tried it with NMM, but I was instead greeted with the message " Access to Fallout.ini is denied (C:Users-Cameron-my games-Fallout: New Vegas)". Curiously enough, when I opened the file location for Fallout.ini, it seemed to be missing. I did set Fallout.ini to "Read-Only" which did nothing, and I really have no idea whats going on. I would really like to keep this mod in my load order, as what I've seen of it is fantastic.
