HELP - Missing Teeth

Some NPCs are missing teeth in the rigth side, I have tried changing the load order and deactivating Mods but I dont find the reason. This is my load order:

I had the same thing happen, but it doesn't have to do with load order. It's the hair. Oblivion does this wacko thing when certiain types of shaders are on top of each other, like when I walk through curtains with transparency, my character appears bald as I go through.

 

The hair is actually superimposing on top of the teeth, making them invisible. Either change the hair style, or deal with it.
