Guard problem with mods

Hello again. I seem to have messed up my guards. I will post my mod list in order, as I am sure that might help.

 

My problem is that when I get a bounty, say 25 gold, and no guards chase me, eventually one of the guards I meander past will confront me. I knew this happens on like 100 [Or 500?] plus gold bounties, but not a mere pickpocketing.

 

However, after said guard confronts me, and I resist his or her allures, they draw their weapon, then sheath it, and then tell me to stop because I violated the law. This then creates a loop where I have to pay the bounty, or else I will be annoyed to death, and be unable to move away.
