OBMM vista omods don't work

for the life of me i can't get mods to run in oblivion even when they appear active in obmm. I've tried getting obse, changing permissions etc, nothing seems to help. any caveats or ideas as to why active mods wouldn't run? do i need some other file than obmm and the hgec omod to make hgec work?

Did you check the read me for any other mods that may be required?

Also, many mods need the latest patch to work.
