As of now instead of Veteran Troopers, I decided that all NCR troopers would have their gear upgraded when the player reaches level 15. This would be a compromised to what I wanted and the critics.

Or, you could just go with Drags NCR + Plus a weapon mod like Micaloves to get the same effect. Drag's NCR uses the original idea of their uniform, but done in a good way (plus there is a ton more variety). Then Micalove's weapon pack adds tuns of guns to leveled lists (the "Service Carbine Rifle","Old Enclave SMG", and a few others can be found on troopers). this combination I find to be the best for my games NCR.

 

Or go with the NCR Rearmament mod. But only if you use the Unofficial 1.6 patch (not on this site), all variations of it just do not fit.
