ptbptb
OK, I'm playing Oblivion for the first time (!) and my first real negative impression is that the city is too darn empty. Maybe it was the effort spent on voice acting but the NPCs, although interesting, are too few and far apart. The taverns are empty half the time and there seems to be about one beggar per city district and nobody is mugging me or soliciting me. Are there any mods that would liven things up without messing up a standard game play? ptbptb
something like this? Extended Imperial City Yes. If it works out OK I would think something exactly like that. Thank you very much.

Odile
I'd recommend Better Cities. It overhauls all of the cities, giving them much more personality. It does add NPCs, new buildings, etc. I remember after I downloaded it the first time I just walked around all the cities for several hours until I had seen everything. It's great! It takes a while to download all the resources, but it's a pretty easy install with OBMM. :)

I think I'd rather try it out later after I've gone through the standard game once.
jaedee333
I love Better Cities, but for me it's just too laggy. Then again, even with the lowest resolution my FPS is low. Eh. But it's great once you've done all the quests in the various cities and don't mind some new shops! :D (I especially like the toy shop in IC!) When you want, try some village mods, like AFK_Weye or Dragon Captions Villages. Also, I've never tried it, but apparently the City Life mod is very good. I know what you mean about FPS problems - I'm on 800 x 600 resolution because my graphics card only has 256MB memory on it (I think that's the main problem, anyway). The crowded roads and extended cities haven't been much trouble, but I'll probably be pushing it if I add many more NPCs.
zman232
The mod that was first suggested is a good mod for city's. A good mod for the wilderness for more travler's is a mod called crowded roads. Its something to check out if you feel the out side world is to empty. There should be 3 version's but they should all work.
Deleted81892User
the monsters to kill get unbalanced at high character levels, so i would recommend getting Marts Monster Mod, it adds loads more variety and livens up the wilderness.i have it running on a 256mb graphics and 1gig of ram in vista.
