You disabled comments, this automatically disables endorsements. Highlight that information icon and read it. When you disable comments no forum thread in created....there is no place to record the endorsements....and they are disabled according to the design of the system. So there is nothing to fix. :), if you had them enabled from the onset, you could have allowed endorsements. But you chose not to allow comments and disabled the endorsement option permanently. The funny thing is I said have comments enabled, and yet, oh look they are disabled... so wtf why are they randomly disabled. I was wondering why nobody was leaving bloody comments -_-. In that case, fix how it randomly disables comments for your file, even though you pick to have them enabled. Unless either BOTH or NEITHER comments and endorsements can be active.... The only fix is to create a new file page and delete the old one. No one, not even Dark0ne can create a forum thread and connect it to the file to enable comments and ratings.
