Facegen Modeler Npc's

I Searched everywhere for answers and no luck.

now i know it can be done for oblivion

i want to create facegen modeled Npc's

 

Now I know there's a mod to import your face to your character or PC.

 

How can i do this for NPC's in fallout 3.

 

this is part of a big mod coming soon with lots of actors we need to have.

So please any help would be great.
