Seph's Dual Wield doesn't change attacks in any way, only animations. So, even as you see your caracter swinging an offhand weapon, that weapon still works as a shield, and only one attack is done - with main one.

 

I think there is a link to the best (at least in quite many opinions) combat overhaul in UV's own readme - Deadly Reflex, as those two work together. If not, then it's unbelievably easy to find through search function in files section.

Scripts. The weapon just seems to be replaced with a different item having different model when you sheathe it. Try such a mod and you'll hear an equipping sound and have "item removed"/"item added" message every time sheathing/unsheathing. At least that's how I understood it. Though I think that doesn't work with enchanting.
