tase
If I go around killing some beggars (Breton the Poor), guards, inhabitants, does the game regenerate other NPCs, or will they forever be gone and their houses empty ? I'm sure guards will come back, but how about civilians ?
WoogieMonster
Guards will respawn, but anyone with a name will stay dead forever and will not be replaced. Their homes will remain empty.
Pushkatu
Unless you want to live in an empty world. You can kill plenty in caves, dungeons and such, but if you roleplay as a assassin/killer that kills everyone on sight than go on and have some fun. WoogieMonster
When I roleplayed an evil character and needed to rack up some kills for infamy, I downloaded the Crowed Cities and Roads mods. They add lots of random people, which is just nice anyway so you are not constantly seeing the same 10 people all the time.
jaosals42
If you want, I had a mod that added a bit of extra content to Oblivion itself, but it also makes all non-quest essential NPC's respawnable.
